Designed and rolled out protocols across six concurrent 10-week DEI programs serving 700+ students. Trained 25+ staff, conducted weekly 1:1s with directors, and authored an inclusive care guide adopted organization-wide, still in use after I left. This role taught me that the gap between a good intention and a good outcome is almost always operational.

Appointed by the City Council to advise on environmental, economic, and social sustainability policy. Collaborated with Cascadia Consulting and city departments to develop a state-approved Climate Action Plan targeting 49% GHG reduction by 2030 and 88% by 2045. Forged partnerships with energy providers, EV dealerships, and small businesses to launch citywide clean-energy incentive and education programs. Presented recommendations directly to the City Council, translating complex policy tradeoffs into clear, actionable guidance for elected officials. Covered by the San Mateo Daily Journal. Stayed on as a volunteer after my term ended.

About me

Maxwell Kwan

I joined my first startup at 16 and was appointed to local government at 18.

At Berkeley I studied Political Science with a focus on American Politics and International Relations, with coursework in AI, economics, and sustainability. But what shaped me most was not the coursework and more the choices I made alongside it: getting appointed to a city sustainability committee, spending a summer running DEI programs for kids, building data infrastructure for a domestic violence organization that had never had it before. I wanted to understand how institutions actually function, not just how they are supposed to.

I have worked across nonprofits, local government, and startups because each one taught me something the others could not. Government showed me how consensus gets built and why process matters even when it is slow. Nonprofits showed me how to center the people you are serving when resources are tight. Startups showed me how to move quickly, stay adaptable, and communicate clearly under uncertainty. I carry all three into every room I walk into.

Outside work I train for triathlons, cook elaborate dinners for friends, and stay close to the communities I care about. I think the people who do the best work are the ones who are genuinely curious about the world outside their job description.

1Proximity matters. The best programs are built with the people they affect, not for them.
2Systems over symptoms. I care about work that outlasts the grant cycle.
3Stories create change. Data without narrative does not move people.
